Blocked Contraflow

Fareham this evening, there is a contraflow cycle lane, with the cycle path on a shared use pavement. This allows cyclists to bypass a busy dual carriageway and roundabout.
Most people understand shared use as pedestrians and cyclists, but apparently HSWorks limited think that shared use means parking your van on the facility
Why should we be inconvenienced by such ignorant and antisocial behaviour?

Car stopped to pick up a takeaway, blocking the bike lane in Baylis Rd, just up from Waterloo station. They must have been waiting for the beansprouts to grow because they were in there ages. Actually the number plate wasn't what it says here. It was a vanity, look-at-me-aren't-I-clever plate, though. But it should have been what it says here.

Whether this driver thinks his van is a bicycle or not is really irrelevant. The big cycle painted on the path directly in front of the vehicle is a clue for the thickest driver.
There are 11 empty parking spaces within a few feet of this appalling parking, one has to wonder why the driver appears incapable of using these.... he bizarrely has to walk further to make the delivery than if he had parked properly!

I'm not sure who is more to blame here; the planners who blithely assumed that parking lines are obeyed, or the residents who park over the cycle lane.
What I particularly enjoy with this cycle lane, is how street view shows how it should work:

Vehicles using the level crossing kept carefully apart from cycles travelling in the opposite direction (god help you on a bike travelling with the traffic though).
Notice however that when residents park badly over the cycle lane, that the "residents only" barrier blocked pavement means that the initial piece of cycle lane is used as a convenient pedestrian walkway, and due to the well-placed traffic island and kerb, cyclists have to play chicken with oncoming traffic.
This is before mentioning that the likely traffic using the access road just before the level crossing on this side are Asda delivery vans and artics. Meet one of those at the wrong time....

This illegal parking is a daily occurrence, yet Hampshire Police refuse to deal with it as it is "a parking offence" and down to the Council. Meanwhile the Council state it is obstruction and down to the Police.
So the cycle (bad pun) continues with the path being unusable and no-one can be bothered to deal with it!
